Online/offline application forms were invited from permanent residents/domiciles of J&K residing within the radius of 0-10 Kms from International Border/Line of Control/ Actual Ground position line/Line of Actual Control (IB/LOC/AGPL/LAC) for conducting recruitment against the post of constable in 02 Border Battalions of J&K Police through Transparent Recruitment Process (TRP) in response to the above referenced PHQ J&K Advertisement Notifications.
Whereas, in response to above cited Advertisement Notices, a total number of 68038 Application forms were received from the aspiring candidates through online/offline mode for filling up 1350 posts of Constables in 02 Border Battalions of J&K Police through Transparent Recruitment Process (TRP).
Whereas, Physical Endurance Test/Physical Standard Test (PET/PST) of aspiring candidates was conducted by the Implementing Agency i.e M/S Timing Technologies India Pvt. Ltd under the supervision of Police Recruitment Board (PRB) as per the event schedule notified for the purpose.
Whereas, in light of the instructions laid down in the above referred Advertisement Notices, all the eligible candidates who participated in PET/PST were supposed to bring along-with them original/valid documents on their scheduled date of physical tests for determining their eligibility with regard to Border Resident Certificate, PRC, Domicile, Educational Qualification, DOB and relevant reserved category etc.
Whereas, as per the records compiled after the conclusion of PET/PSI, a sizeable number of candidates were found to be deficient of original documents and accordingly they were given ample opportunities to produce their deficient documents in support of their claim before the PRB vide this office press release issued under endst. Nos. PHQ/PRB-BB-04/2020/406-12 dated 09.01.2021, PHQ/PRB-BB-04/2020/415-20 dated 22.01.2021, PHQ/PRB-BB-04/2020/643-52 dated 07.08.2021, PHQ/PRB-BB-04/2020/682-87 dated 14.09.2021, PHQ/PRB-BB-04/2020/220-31 dated 14.05.2022 and PHQ/PRB-BB-04/2020/482-96 dated 09.06.2022. Whereas, despite having been provided a lot of opportunities to make good their deficiencies, a significant number of candidates did not turn up to produce their deficient documents prompting the PRB to take a decision regarding their candidature before the conduct of written examination.
Whereas, after the expiry date of final notice, 340 candidates were found to have failed to produce their original testimonials required for their basic eligibility i.e PRC, Domicile, Border Resident Certificate, D.O.B Certificate and Educational Qualification Certificate. The PRB in its meeting convened on 12.08.2022 decided to reject the candidature of these candidates. Accordingly, the Application Form/candidature of these 340 candidates whose details are annexed at Annexure-"A" to this order are hereby declared to be rejected due to non-production of their original documents (shown against each) in support of their claim pertaining to the basic eligibility before the PRB till last date.

Whereas, during the conduct of PET/PST, a total number of 109 candidates were found to be over-age or under-age at the documentation counter by ascertaining their dates of birth from their respective original D.O.B certificates. Besides, numerous candidates were also detected whose dates of birth do not fall within the criteria fixed for eligibility in respect of age of aspiring candidates as communicated by the implementing agency i.e M/S Timing Technologies India Pvt. Ltd. vide its mail dated 11.09.2021. All these 109 candidates whose details are depicted at Annexure "B" to this order have been declared as in-eligible due to being over-age or under-age.

Whereas, as per the contents of Advertisement Notices issued for the purpose, reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Economically Weaker Section (EWS), Pahari Speaking People (PSP), Social Caste (OSC), Residents of Backward Area (RBA), Line of Actual Control (ALC)/International Border (IB) for the above posts, wherever applicable and admissible, would be as determined, in accordance with the provisions of SRO 294 dated 21.10.2005 and S.O 127 dated 20.04.2020. All the aspiring candidates were required to produce their original reserved category certificates before the PRB on the date of their PET/PST and during the timeline fixed by the PRB for the same. 821 candidates failed to produce original/valid documents in support of their claim regarding their reserved category as applied by them in online/offline application form despite having been given ample opportunities for the said purpose. As such, all these 821 candidates whose details are annexed at Annexure-"C" to this order are hereby placed in Open Merit (OM) due to non production of different reserved category certificates as shown against each.
